The applicant side of the OMS currently supports the following types of users

1 | Project Managing Users (PMU) | - Any user in the OMS can start her own project application
- Can invite another person to view her project application
- Must invite another person to be the Authorised Signatory of her project application
- Must invite another person to be the Managing User of Beneficiary in her approved project
- Can NOT submit a project application (it is submitted by the Project Authorised Signatory)
- Can start/edit the project-level periodic reports

2 | Project Authorised Signatory (PAS) | - Is designated by the Project Managing User
- Needs to go through a validation approval in order to digitally sign documents in the OMS
- Can NOT edit the project application of which she is the Authorised Signatory
- Can sign and submit a project application to the JS
- Can sign a contract of an approved project
- Can sign project-level Periodic Reports
- Can view FLC Designations for the entire project
- Can view invitations and access permissions for the entire project

3 | Beneficiary Managing User (BMU) | - Is designated by the Project Managing User
- Can view the project application
- Must invite another person to be the Authorised Signatory of the Beneficiary
- Can submit a First Level Controller (FLC) Designation
- Can start/edit/complete the Beneficiary's Periodic Reports
- Can NOT sign the Beneficiary's Periodic Report - the BAS does this

3.a | Beneficiary Managing User (BMU) of a Coordinating Beneficiary | In addition to BMU rights (above) - Can start/edit the Beneficiary's Periodic Reports for the Co-beneficiaries in his partnership

- Can view the project application
- Can NOT submit a First Level Controller (FLC) Designation - it is handled by the BMU of the Co-ordinating Beneficiary
- Can NOT start the Beneficiary's Periodic Report - it is handled by the BMU of the Co-ordinating Beneficiary
- Can edit/complete the Beneficiary's Periodic Reports
- Can NOT sign the Beneficiary's Periodic Report - the BAS of the Co-ordinating Beneficiary does this
